新任衛生部長林奏延在世界衛生大會（WHA）全程用英文演說。其內容雖恰當，只因他脫口即說Chines Taipei（中華台北），令新政府的支持者失望，甚至指責。
筆者雖未知這是林部長依照上層的指示而說，抑或臨場被逼而言，但如果托福補習班費用他能說"Taiwan, as known as Chinese Taipei”（台灣，亦被認知是中華台北），即應會被中國及其附庸國之外的邦交國家和友台國家接受，也可得到台灣大眾的認可。這句Taiwan AKA Chinese Taipei應於台灣正名之前，官方在國際場合可說，亦在對外公文上可寫，新政府得積極考慮採用。
